Quebec Conservatives promise to balance provincial budget within four years

MONTRÉAL - The Conservative Party of Quebec is promising to balance the province's budget within four years if it is elected to form government in October.

Leader Éric Duhaime says that he'd balance the budget by controlling spending growth, reviewing government programs, and modernizing the government.
