MONTREAL - With his signature legislation to modernize doctor compensation diluted, Christian Dub茅 announced on Thursday he would resign as health minister and quit the Coalition Avenir Qu茅bec party altogether.

In a letter published on social media, Dub茅 said he is not the right person to continue negotiations with family doctors over changes to a controversial doctor-payment law that he had championed.
