Halifax Water said in their application that they need to raise their rates to cover inflation and upkeep of aging infrastructure.

The ºÃÉ«tv Infrastructure Council says over 10 per cent of wastewater systems nationally were in poor condition, requiring substantial work to avoid failure in the short-term.

The utility is required to submit a compliance report before the regulator gives its final approval.

However, the board has already denied the utility's proposed increase of 35.6 per cent saying it would constitute “rate shock� for customers. 

Halifax Water must also follow some directives from the board, including updating its Rate Affordability Study and finding better ways to deal with its debt.
